The Returning Officer of the Independent National Electoral Commission (INEC), Professor Lucky Ovwasa, made the announcement on Sunday in Kogi State, north-central Nigeria.
He said that Air Marshal Alfa gathered a total vote of 56,572 ahead of his opponent from the Labour Party who scored 111, 908 votes.
The Deputy Inspector General of Police, DIG Folusho Adebanjo, had described the rerun election as very peaceful and violence free.
He also commended the effort of electorate for the peaceful conduct of the rerun election.
The election was characterised by low turnout of electorate in all polling units of the eight local government areas of Kogi State.
And in Imo State, INEC has also declared the candidate of the All Progressives Congress (APC), Mr Nkenna Nzeruo, winner of the Oru East State Constituency rerun election.
However, final collation is still on going at Okigwe Local Government Area as residents await the final result from the rerun election.
